1. Applicant must be an Indian citizen.
2. Applicant must be a current or former student, employee, or resident, depending on the purpose of the certificate.
3. Applicant must provide valid proof of identity and supporting documents.
4. Applicant must satisfy the eligibility criteria prescribed by the issuing authority.
